Position Papers
These position paper have been developed to contribute to the creation of Birmingham’s ten-year Race Equality Delivery Plan. These thematic papers examine past events, analyse current lived experience and data, and provide key recommendations for driving inclusive change.
Since the launch of the Birmingham 2035 Vision, which aims to make Birmingham a global leader in anti-racism by 2035. these papers will play a crucial role in shaping the Anti-Racist City Commission. This commission will be responsible for developing the ten-year plan to turn Birmingham’s vision into reality.
Criminal Justice, Environment, Health, Trade Unions and Women position papers are due to be published in 2025.

Education in Birmingham has had a mixed history. Its reputation has brought it national recognition on many occasions. Those of us close to the ground also have ‘insider’ insights and perspectives which are usually not known to the folk further afield.
This position paper sets out to record the past and the present before suggesting a particular future.

The Voluntary, Community, Faith, and Social Enterprise (VCFSE) Sector Mini Race Impact Summit (MRIS) Position Paper – 2024, developed by the Birmingham Race Impact Group (BRIG) and Birmingham Voluntary Service Council (BVSC), outlines a collective approach to tackling racial inequality in Birmingham. Born from a series of Mini Race Impact Summits, this paper presents key recommendations and actions aimed at addressing systemic race inequality. It also contributes to a 10-year Birmingham Race Equality Delivery Plan, a long-term strategy to create lasting structural change and ensure Birmingham becomes an anti-racist city.

Drawing on insights from the 2023 Housing and Race Summit and aligned with BRIG’s ten-year Birmingham Race Equality Delivery Plan, the report explores how discriminatory housing policies and practices have shaped spatial segregation and limited access to quality housing. It underscores the ongoing impact of these inequities and advocates for transformative change in the housing sector to achieve racial equality.

The Employment Position Paper is the result of collaborative efforts following the BRIG Summit 2022, aiming to drive race equality in employment across Birmingham. Through discussions with activists, academics, policymakers, and grassroots leaders, we examined past employment initiatives, identified setbacks, and outlined actions for lasting change. This paper aligns with BRIG’s mission to keep race on the agenda, hold institutions accountable, empower future generations, and make Birmingham an anti-racist city.
